
CONSTRUCTION is continuing on the Goulburn Valley Highway, between Victoria Lake Park and Hayes Street, Shepparton. North bound lanes are currently closed for asphalting works, with traffic being directed to the southbound lanes.
With two northbound lanes closed, traffic is being merged into a single lane on the Melbourne-bound side of the road. The construction has caused significant delays for motorists travelling between Shepparton and Kialla merging into a single lane.
Particularly driving towards Shepparton, traffic is frequently backed up a distance from the roadworks, with a zipper merge at the site.
A zipper merge is a late-merging technique used in heavy traffic where drivers should utilise both lanes up until the point of closure and then take turns alternating merging into the open lane, much like the interlocking of teeth in a zipper.

To avoid unnecessary traffic, drivers should adjust their speed to match the flow of traffic, leaving enough space between them and the car in front to merge safely. Rather than attempting to merge earlier and causing long back ups, cars should use both lanes to merge at the point of construction.
If you are in the left ending lane, use your indicator, do not try to speed past everyone, and wait until you meet the designated merge point to enter the construction zone.
If you are in the continuing right lane, be courteous and allow exactly one vehicle to merge in front of you. Do not block cars from merging or try to police the line.
The works are expected to be completed mid-2026. Once completed, there will be a pedestrian crossing across the highway connecting to Victoria Lake Park, as well as a signalised U-turn for vehicles, raised safety platforms and new street lighting.
