
Fundamental to public health, economic activity and environmental sustainability, Goulburn Valley Water (GVW) provides safe and reliable water and wastewater services to more than 138,200 residents across 54 towns, covering an area of approximately 20,000 km².
Driven by clear strategic objectives, GVW is committed to supporting healthy and prosperous communities. It is proactively addressing the challenges of climate change and population growth by building and maintaining essential, resilient infrastructure.
GVW’s Strategy 2035 is well underway, with a $234M investment planned over five years in key infrastructure projects to ensure adaptable and sustainable services. With a net-zero emissions target for 2035 and a defined path toward sourcing 100 per cent renewable energy, the utility is making significant progress.

Over the past year, GVW has invested $49.2M in capital improvements and infrastructure upgrades. Major achievements include the completion of the Kilmore Racecourse recycled water pipeline project and the construction of a new 250-megalitre lagoon at the Mansfield Wastewater Management Facility, which has increased winter storage capacity. Additionally, the development of a 7.5 kilometre water pipeline from Numurkah, expected to be completed this year, will enhance the long-term drinking water supply for the Katunga community. In Shepparton, construction has commenced on a 36-megalitre clear water storage tank at the Shepparton Operations Centre, a project that will significantly increase storage capacity and improve water supply security.
In alignment with the goals of Victoria’s Housing Statement: The Decade Ahead 2024–2034, GVW has also facilitated the creation of 959 new residential lots, reflecting the continued growth and demand across the region.
Forward-thinking and innovation driven, GVW continues to embrace smarter technologies and adaptive strategies while remaining firmly focused on its customers. This includes expanding support programs to help households experiencing financial hardship. Over the past year, GVW has directly supported more than 4,000 customers facing cost-of-living pressures. These initiatives are part of a broader effort to ensure customer satisfaction and enhance engagement, with its Customer Accountability Panel playing a key role in shaping decisions and future planning.
